The later cars did have mounts for a shoulder belt. Some of the early cars (1960's) also had mounts in the rear bulkhead that could be used for a shoulder belt. Sadly, a '76 did not.
Some people have cut the mounts out of a suitable donor car and welded them in. I think a pair of lap belts is a more practical solution. Not as safe, but then any modern car is safer than an old 911 anyway.
