On the other hand...why would anyone that is not in the military care? Usually they start coming up with new medals when they start cutting pay raises, forcing longer tours, force reductions...do even more with even less type crap. They have already started draconian cuts in personnel and announced they do not intend to continue to allow pay to keep up with inflation and are reducing retirement benefits (medical); maybe a pretty ribbon will make everything alright.
