Those are pretty much mutually exclusive these days. For absolute safety and ready availability your best bet is a credit union money market fund. The credit union I use for my ready cash funds is currently paying 1% on money market accounts. A good return? No, but about as good as you can get these days given your criteria.

Going short term in the stock market is called speculation, not investing. Most new players who don't know the game lose big. If you are willing to walk away from all or most of your principle there are some very high risk options that "might" work with determination and nerves of steel.
A nearly sure thing is buying something you know well at below market value, fixing and cleaning it up, and reselling at a solid profit.
