I think he proposes that you are only allowed to post in areas such as the Tech forum until you have a requisite number of posts. That way, you cannot join with a fake name just to come to OT and flame people. You would have to at least pretend to have some legitimate material to contribute for 5 posts in Tech.
Lets see how hard that would be...
