Sounds like the thermostat is operating correctly then. Was the head pressure tested on rebuild? Doubt it but there could be a crack in the head that is causing the raisng temp? I believe that to bleed the air out either the front or the back of the car should be raised to help get the air bubbles out when bleeding. I can't remember which though but I didn't have to do that when I did the water pump job on my 83 NA 2.5.
