Again, getting out of one's car after being hit by a cyclist taking a swing at it with his cleat, his tire pump, or whatever probably isn't a very good idea. Especially when his angry, 'roid raging buddies are all amped up and ready to kick the bejeebers out of you.
So, yeah, it's entirely likely he would have stopped if he thought he made a mistake and accidently hit a cyclist. The fact that he did not stop lends credence to the notion that they attacked
him.
