They don't say its as cold as the inner circle of Dante's Inferno. They probably never even heard of it. When ever I hear some one say cold as hell, they tend to be pretty ignorant, with few words over four or five letters in their vocabulary. Most adjectives in their conversations consist of four and three letters and replace any more accurate expressions that would be used in their place. Cold as "screw" is also used in a similar fashion.
Its given out in the Bible that satan is thrown into a lake of fire, which doesn't seem to match Dante's account, Dante's was probably an allegory showing satan as powerless, absolute zero has no energy.
So when some one blurts out "its cold as hell in here", from context of their other speach, I doubt they realize what they just said. The few times that there is a break in their speaking following the phrase, that gives me a chance to comment, I find they didn't realize what they just said. Their perception of hell(if at all) wasn't one of freezing cold.
