I have owned 2 house both of which had HOAs and they are necessary if you want the neighborhood to stay a nice place to live

Where I've lived, landscaping is a personal responsibility--do it yourself or hire someone. Didn't know HOA's have anything to do with it.
Snow removal--when I lived in MA, again...you did your own driveway yourself. Rest of the streets were taken care of by the state.
Never had an entrance sign where I've lived...just street signs
Lawn mowing? You haven't spent much time in Arizona, have you? lol
