I would say whether it is cruelty or not depends upon the woman and the dog.

How is she treating the animal? Is she driving it with threats or praising and rewarding its efforts? What is the breed and condition of the animal? A born & bred sled dog will drive everyone around it if it can't work off its energy.

Would yo feel any different if you saw her hitching up a horse to pull a drag in preparation for a competition?
