I find that hard to believe. Is that DPS or various county or city agencies? Most of the police training I see are cops shooting on their own time at private ranges that give LEO discounts precisely because the agencies don't require a lot of training or range quals. I've met cops who get one box (50 rds) a year for practice and then have one annual range qual. So a lot of them choose to stay proficient on their own.
