Children are still learning to "see" and their brains lack the ability to "fill in" based on past memories because these memories do not yet exist.

No, we see everything that is there. The mind makes up a mental image of its surroundings via your peripheral vision. We don't actually see the object we are looking at in reality anyway. We are only seeing the light reflected back off the object.

Childrens minds are excellent at recall. In fact they are far better than we are at recalling their surroundings.
