Need advise on loose oil return tubes

Can anybody out there advise me?
I'm assembling a 3.0 liter after a valve job; I'm using new o.e.m. solid tubes w/ new o-rings, & they're loose in the case & cam housing. Initially I thought that as I torqued everything down, the tubes would tighten in their holes. At the moment, the heads are hand tight on the studs, with the cam housing torqued to spec. to the heads.
The return tubes are still disturbingly loose. I'm now reluctant to assume that torquing the heads to the case will change much. I don't want to waste the head gaskets, and can pull the housing & heads back off as an assembly if I need to.
I've triple checked the part #s for application.
What do you guys think? Thanks for any & all help!
