It is not so much Texas as it is Texans, good people. It can be hard country, what with the various deadly snakes, spiders that can bite you and make your foot rot off, drought, hundred year floods every ten years, hurricanes, tornadoes, hail that could kill you if it hit you in the head. There are several colors worse than red on those doppler weather maps it turns out. Ice storms in the winter, implausible heat in the summer. I had always thought of 100% as the upper end of the scale. It is possible, through some combination of humidity, temperature amd Bermuda Triangle effect to have both the percent humidity and the degrees to be greater than 100. Fortunately, the high humidity keeps you from bursting into flames when the wind blows. Something about it keeps your head from going soft, unless of course you are on the meth, in which case you won't be around long anyway.
California is totally different. Mild weather, most of the bears and other dangerous bigger animals have been chased from the state, soft, easy country, except for the Mojave, which counts as Arizona, and the Mountains on the wrong weekend for weather.
