Thanks, for all your feedback. Here's what I learned in the interim.
I found that I had a spare billet expandable tube by Rauch&Spiegel, so I compared it to the o.e.m. tube. With the o-rings on the respective tubes, the o.e.m. measures 37m.m. O.D. w/ a 5m.m. C.S.; the R&S o-ring mounted measured 38 m.m. O.D. w/ a 6m.m. C.S.
I test fitted the R&S tube, and found it to be the way I would expect it to be. Also, I installed one of the o-rings from the R&S tube on to the o.e.m. tube, and it fit like a glove.
I can only deduce that the o-rings I purchased from Pelican are mis-packaged.
