The biggest improvement you will see is installing a headlight harness with relays like Rasta said. Measure the voltage drop at the headlight plugs and you will probably see it around 12v with the car running (should be 14v), 2v drop at the plug is like a 30% reduction in output from the bulbs.

Rennbay makes a nice 'plug-in' harness that is easy to install. This is the single best thing you can do to improve the light output.
