1970/71 Fuse Question

My first question is the 2nd fuse from the top (16 amp) in the ten fuse panel. The owner’s manual and the label inside the fuse cover indicate that it controls the “Warning Light”. The only warning lights I can think of are the “handbrake on” and “alternator” lights. However, these lights both continue to function when the 2nd fuse is pulled. Plus, being just small bulbs, these two lights would certainly not require a 16 amp fuse. I did verify that the 9th and 10th fuses control the emergency flasher lights. What does “Warning Light” refer to?

The second question has to do with the engine compartment console fuses. My car, top to bottom : 25 Amp (sportomatic), 8 Amp (speed switch), 5 Amp (rear window defogger relay). What does the ”speed switch” refer to? One source I found indicates this circuit is active only on U.S. delivered cars. I’m guessing that it has something to do with meeting U.S. only smog requirements.
