Win 7 comes with a set of generic drivers the will work right off the bat but may, in some instances, not provide all the bells and whistles that the OEM drivers provide. So, the trick is to go get the manufacturer's drivers and all your functionality should return. In your case, it looks like your USB bus drivers.
If you have a Dell, go to support.dell.com and plug in the "service tag" found on the underside of the laptop. Then navigate to the Downloads page. At that point, expand to look at ALL the drivers.
