You just want to get rid of the little flag that always shows up telling you the Action Center has found an issue? I hate that thing. I have Windows 8 so I cant verify it myself right now, but I believe that when you open the Action Center you can click on settings and just disable the specific areas that you don't want it to notify you about problems.
Also, if you just want to disable the action center icon completely just go to your Control Panel and look for System Icons, you may need to select something like "All Control Panel Items". Click on System Icons and you should have the clock icon, network icon, etc and you'll see the Action Center icon there too. Just select 'off' in the dropdown.
You should be able to customize all system tray icons from there too and decide whether they are shown all the time or not shown at all or only shown if there's a notification.
