I have no horse in this game other than I know this car and the seller - it's an honest car being sold by an honest seller, at what I think is a very fair price for both buyer and seller. If it were priced > 20k, then I would question the seller's sanity, but I don't think his asking price deserves bashing from afar. Go look the car over and drive it - then decide if the ask is reasonable.
There are Euro 928's all over the country, legally titled, including PA. In fact I bought my 84 Euro from the original owner in PA who imported it new. It is the ZZZ in the VIN that is not fit the US VIN protocol, so almost any state will not recognize it. My car had a PA title with the Porsche VIN, yet when I brought it to MA, it was not recognized. All I needed was an official physical VIN validation, and the title was issued (with the Porsche VIN). For some reason, back in 85 when Brad's 85 Euro was imported into MA, they issued a MA state specific VIN, and placed a VIN tag on the car. Other cars imported via the gray market into MA during the 80's have the same type of state assigned VIN tag. Today, in MA, they have the ability to add a ZZZ VIN to their database, as opposed to having to create a new one. I wouldn't consider this car having a "title issue".
Some grey market cars may be valued less than their US equivalent, but that is not the case with early to mid 80's 928's. The differences in spec and performance are substantial enough to make these cars more desirable than their US counterparts, and they do command more money in the marketplace. The gap narrowed a bit with the US introduction of the 32v motor in 85, and the gap disappeared altogether in 87 with the S4, which was basically the same worldwide.
As for the dings, they are very minor, and only the most anal would notice them and care to do anything about them. This car has 28 year old original paint and to have 3 minor normal use dings is a testement to the care it has received.
