When you install new torsion bars or even the old (that have been removed), the adjuster bar will need to be set at a point so that it actually works.
On my car, with the front jacked up off the ground, remove the torsion bar adjuster cap & screw. Then you want to re-install with the cap set at the farthest point that it would be if the screw was completely screwed in. A little hard to explain but think of it like this....if the car is jacked up, the suspension is in the highest ride height position. If you actually wanted it this way, you would have to screw in the adjuster all the way to fully raise the car like that. So when installing the adjuster from scratch, you want to position it so that the screw would be in the fully screwed in position. This way, when you set the car back down, the adjuster will be in the highest ride height position and you can now begin to back out the screw to lower the car. If you start with the adjuster in the middle, then you are leaving yourself very little room for adjustment.
Hope that makes some sense. I had the same issue when I installed my front bars but I eventually figured it out.
