I wonder about that statement, and I'm not sure that I buy that it's as different as you might think. Maybe my understanding/idea of what IQ means is wrong.
I believe that there are folks of all ranges of IQ in all walks of life. I'd bet that you can go into the average inner city hood and find folks with very low levels of education that have a high IQ (to me IQ is a natural ability to think, reason, learn). What you may find in certain areas is very different level of education which, to me, is not necessarily linked to IQ.
I suppose it is possible that due to environment (worse nutrition, nurturing, etc...) that there may be a shift, but I wouldn't expect the shift to be that significant.
