I have had OH collector plates on my '88 911 for years, long before it was 25-years-old. You do have to renew them every year (I don't think the cost is much/any different from standard plates), but you do not need to get an E-check with OH collector plates.

You will have to prove you have another car (i.e., daily driver) registered in your name.
