Well, obviously there's no rocker trim, so in painting the car, some PO either 1. welded the holes shut or 2. squeegeed Bondo into them.
The overspray is a good hint as to which method was used.
But the bottom line is: do you want the car to drive and enjoy, or eventually restore? If the latter, this may not be the one for you.
Pretty car, whatever your decision.
