this was the story last year, I heard it from people at Red Bull while in austin for the GP. I went to the F1 races in Indy, and they city never really got behind the race, and I think that had a lot to do with the fact the the indy 500 was only a few weeks before, the track was great, but the city was not. the city of Austin went all in for F1, in a way that a larger city could not do. they blocked off a huge section of down town for the fan fest, for f1 themed parties, music, food and drink, and all this was surrounded by huge luxury hotels and condos, the city and the sport really merged well.
