Zeke and look 171.....I keep my code book in my office so I cant reference the code right now but to be honest I have been in the plumbing biz for 16 yrs and i have always been told valves at each fixture period.
As far as shower valves go....most all quality tub and shower valves come with intergal stops already attached to them, but if they dont I always install valves prior to shower valve
Daryl.....I'm sorry for your bad experience with this plumber but I am 99% sure they will put valves under that laundry tub sink, It's almost more work not to...lol
