I would agree with Sully and several others in that the asking price should be 25K or higher given the overall condition of the car. The longhoods are becoming rare and the values are increasing and will continue to rise.
28K is a good start without the spolier!

PS. as for the CIS? yes, the hand throttle makes life with the CIS bearable on cold start but as a sports car purist it was the same for my old MG, Triumph and Healey.
