So I made a new spot, in front of his car. Now he wont be able to leave at lunch, and hopefully gets the hint. My boss just laughed and warned me that you have to watch out for Cliff. I guess I had to learn the hard way.

At a former work place there was no assigned parking but I always got there first and got "my" spot close to the back door, easy to get out of the parking lot, no door dings spot. One of the new guys would go move his car to that spot while I was gone to lunch. One day I brought my floor jack to work with me. When the dude took my spot I just used the jack under the rear end, and pushed his pickup down the slight slope and rotated it and stuck it between a tree and a telephone pole. It took him several minutes to inch back and forth enough to get out of there. He did not steal my spot again.
