What she said was:

“I’m not blaming the girl, but if you’re a 16-year-old and you’re drunk like that, your parents should teach you: Don’t take drinks from other people.”
I would tell my kids the same thing. Telling someone to be aware and to protect themselves is not blaming the victim. Situational awareness is a good thing.
