Yep, probably the flapper. If the water is up to the overflow, it's the float valve, if it stays slightly below it's the flapper. Either way I'd change all of the guts. Well, actually if it was my house I'd swap an older AS for a Toto

Turn off the supply valve and see if noise stops. If it doesn't, the house is haunted.
