I don't do this type of work but I am going to go out on a limb here and say that by the time you paid someone to bore out the hole and the splines to fit, and that is assuming that it would be bored and balanced again, you could probably just buy the right sized prop and it would be cheaper.

By the time you pay for set up for both boring and cutting a keyway or splines...
It probably cheaper to buy a prop that fits...
