There is a difference between fraud and a billing error.
Not saying they did not attempt to defraud you, just saying it may be a simple mistake and not to get too worked up about it, yet. If they are doing the tests for a specific reason, and that diagnosis is not on the lab order, it is going to get denied. What does your EOB from your insurance say?
