Depending on the situation, yes. What many people fail to realize, and it boggles my mind that they don't, is that having a conversation on the phone while driving is RADICALLY different from having a conversation with a passenger.

Anyone who is honest with themselves will realize and admit that after having a cell phone conversation, they will not have a clear recollection of what was happening around the car while they were on the call. The brain is driving on limited autopilot when you are having a phone conversation.
