A track marked out by cones is not a track? We have sprint(timed 1 lap) tracks in UK marked out on airfields by cones and speeds of 140mph are often achieved. What about a track delineated by oil drums and haybales? The first British Grand Prix was like that, as were countless Formula 3 races.
