They're in the same place on my '77 too. Awkward to get at...
If either the washer nozzle or the check valve is blocked, it can do the same thing. Try pulling the hose off and diagnosing what's not working, as the pump can run but not push any liquid. I found all of mine were blocked with the same stuff - looked like sediment of some kind.
If you need nozzles, you might consider the earlier, cheaper ($12 each) non-heated part if you don't drive in the cold. I've not noticed mine freezing.
