It could be a copy that was made for the prosecution to use in court and the second counter is used for specificity when referring to different parts of what occurred.
The questions that come to mind are "why doesn't the guy behind the counter go for his gun while the dog has the thief's arm under control?" and "why doesn't the guy behind the counter grab the thief's arm (at the elbow and the wrist) while the dog has it under control and lift it about a foot and then slam it on the back edge of the counter for a double fracture?"
Just ask yourself "what would Steven Seagal do?"
