You are 100% correct.

Wash, wax, vacuum, do a little work in the engine bay. It doesn't cost anything but time, and the returns can be impressive.

The dirty interior suggests this about the owner:

"I don't really care that much about the condition of my car." Sure, the mechanicals might be in excellent condition, but the odds are that they are not. The odds are that the owner was as half@ssed about his maintenance as he was with his cleaning. The upside for a knowledgeable buyer is that if he is indeed meticulous in his keeping of the mechanicals, the crappy carpet look will reduce the final sales price. If you have the expertise/time to sort it out, it might be a great bargain. Or, you wait until another car comes along.

If it were a buyer new to the brand, I would suggest that they wait for a better car, if I had no other knowledge than what I see in that ad.
