My son at 7 could shoot my 1911 safely (with supervision of course) with no issue. My 100lb just turned 13 daughter can shoot it just fine too...
That said, I'd look at the Bersa 380. Little weaker than a 9mm, but "safer" with the long DA pull on first shot, reliable, inexpensive.
