I thought the same thing especially since you can see it on the blocks sitting next to the wall.

Are you sure that's glue you're seeing?

If it is efflorescence, clean it off quick with a mild muriatic acid solution and a powerwasher. Once it accumulates for a while it becomes harder than the block. There are other chemicals available for removal of efflorescence that may work as well.

The downside is that unless conditions change, the efflorescence will keep coming back. You need block or mortar containing lots of salts and moisture problems to produce efflorescence.
