They should leave in the winter. Homeowner can go into the attic and verify there are none there. Then they will need to seal up EVERYTHING around the house! You and the other neighbors should do same. Put up mesh, fill in holes.
I am assuming you live in the city.
install bat houses as far away from the houses as possible. Bats will destroy mosquitoes and other pests at night.
It could be worse you could have honets or other less desireable critters running around. squirrels can create havoc in your attics!
