I would eliminate wireless from the equation first. Try an Ethernet connection at home (i.e. plug into your router/WAP (wireless access point) and see if that changes the scenario. Doesn't sound as if you have an issue being "blocked" imo. Hope this helps...
edited: For clarification....you can access your medical records from home, it just gets "interrupted" on occasion?
