That is the 'gear warning' signal (obviously). It comes on every time the flaps are lowered on the C-130.
Flaps are lowered when landing and flying low and slow (dropping retardant).
Only an idiot would turn it off. Said idiot would forget to turn it back on and the plane would eventually have salvage value only.
And it's SUPPOSED to be irritating.
