Jack, is this a domestic trip (contiguous 48)? Or international? Airlines will differ a bit, with a little more leeway on linear measures for AK/HI/international itineraries. In many cases the linear measure is used as a 'bright line' standard to distinguish between 'regular' and odd/oversize baggage so there's a definitive standard the agent can fall back on when there's a diagreement about whether a golf bag/boogie board/compound bow/cello/whatever falls into (or out of) a particular airline's definition of 'regular' baggage.

BTW, whenever I've had to check a fairly large (and possibly overweight) bag I do so at curbside with the SkyCap. Depending on how many bags I have (and how likely they are to be overweight) I pull out a $20 or two and walk up to the counter, bills visibly in hand. I get a smile, speedy service, my boarding passes, and never an oversize baggage fee. Hand over the cash, done deal.
