Wait a minute hold up. You can narrow this down easily. Go for a drive when it's hot out, but don't turn the A/C on. Idling or stop n go traffic etc, if it starts getting past the top white mark on the gauge and getting to the "too hot" area, but stays cool with the A/C on, then you know it's a fan issue, probably the switch like on my car. To be honest I always use A/C so I have been too busy to replace the failed switch, even though the part is cheap. When the A/C is on, the fans run automatically.
