1) It ain't Homeland Security....trust me.
2) Texas will probably not cite out-of-stater's for having only one tag, unless they can prove that the driver is a resident of Texas, has resided in Texas for over 30 days, and is the owner of the vehicle in question.
3) I'm probably jinxing myself, but I've been running a German tag in the front for years, and was cited once by TXDPS. I'm pretty sure that TXDPS is the only agency that is aggressively pursuing this. The local yokels out here in the West don't seem to care all that much.
