NY requires a front plate. There was no way I was drilling holes in my new 09 TT bumper, so I ran without it with no problem until.....
I went to cross the Whitestone Bridge, a major river crossing in NYC. As I travelled through the EZ Pass lane, a Metro cop stopped me, wrote me up, and it cost me $100.
I have since devised a way to run a plate with no holes in the bumper.
