AFAIK, the Port Authority of New York (southern tip of Manhattan) is delegated a separate privatized taxable entity.
It is separate from the rest of the island/state.
Though it contains extremely dense and expensive real estate, it has it's own rules of land taxation (compared to the rest), but receives all public service available.
I hope your fire department, and all of those affected during that time of great heroic self-less sacrifice, have been fairly compensated.
