Most people say it's ugly, and was too ugly to finish so it's sat abandoned for years. That, and it's in North Korea, visit at your own risk.
My theory is that the state architect was a fan of the post modern movement which often featured tiny square windows. Then he combined the concept of a "mountain" with it, and was executed before he could finish the drawings. Just a theory.
