if they just need a little some thing some thing because the paint is shot you don't need to strip them to repaint .
if there is little to no damage (chips or scratches) you can just sand them good with 400 wet or dry with 320 . and red pad the areas were it's hard to get at with the sand paper .
get some SEM flat black rust shield and there hardener and spray them . if you don't have a spray gun and air you could get what is called a perval sprayer . they have them at home depot . if you use a preval you will have to mix in one half part enamel reducer to thin it down some to get it out of the preval . some you would mix the SEM 8 parts black to 1 part hardener if your using the preval 1/2 part reducer .
the flat black is not the gloss but it will be a semi gloss to match the OE finish once you add the hardener to it .
you will want to sand the black on the rims good as the finish is failing and if you just give it a half ass sanding the black on the wheels now will just keep failing even under the new finish and delam and chip ez .
most people tend to strip there wheels when there is no need to do so turning a quick ez repaint into a long hell job .

1st wash the rims with a good cleaner let then dry and then wipe them down good with a grease and wax remover .
then sand with 400 wet paper or 320 dry and red pad the areas that are hard to get to with the sand paper .
then wipe the rims down again with the grease and wax remover (aka pre paint cleaner )
mask them off and use a fine line masking tape on the edge to give you a nice clean sharp tape edge after it's painted .
then wipe the rims down again with the pre paint cleaner and tack it off with a tack rag .
then spray the color a light coat at 1st then a medium wet coat for the 2nd coat . the SEM will cover in two coats . give it 15 minutes between the two coats .
then remove the masking and mount back on the car .
