Had the same problem on my 86. It's been awhile since Ive been under the dash so bare with me if I'm not to specific. Get a flashlight and lay down on the drivers side floor. Yes, facing up. Between the steering wheel and the console there should be a servo motor up in there with a metal rod attached to it. While your under there adjust the temp and it should move. Yours will probally be like mine. HANGING there. I beleive the rod goes from the motor to a door in the ductwork. Anyways the connecting clip is broken. Just a plastic clip. I got creative and just reattached it with a wire tie. Now I got the heat when I want it. Good luck.
