Noise exposure studies show that noise can do a lot of different damaging things to your physiology and behavior. Some acute, and some are chronic. It is not just inconvenience!

Congress passed the Noise Pollution and Abatement Act, more commonly called the Noise Control Act (NCA), in 1972 and it gives EPA power to set limits for ground vehicles (but not airport noise). A city can set noise laws on its own (if the state lets it) and many do. Enforcement is a different issue. PDX can splat a noisy vehicle for up to $5,000 each time, for example.
